The Portal

Boeing and QinetiQ have formed an alliance, under a Memorandum of Agreement to jointly build and operate an analysis, modelling, simulation and experimentation facility at QinetiQ in Farnborough. Its purpose is to help customers explore their options and evaluate alternative solutions in a collaborative, real-time, dynamic environment.

*
A view of The Portal The UK Defence Industrial Strategy and Defence Technology Strategy recognize the need for modelling and simulation to aid analysis and experimentation to enable more effective decision making. These types of capabilities are critical to cost effectively exploring new concepts and de-risking programs. Both companies recognize this and have been investing in this area for many years.

Effective experimentation requires collaboration with our customers and with other companies. Normally the collaboration with other companies is a function of a specific contract. We’ve made a decision to invest and collaborate with each other without a specific contract in mind. We believe that with the combined talent and expertise of both companies we’ll provide better service to our customers.

This capability provides a decision support service to the customer and, at the same time, helps Boeing and QinetiQ understand MoD needs better. That understanding allows us to leverage our investments to best support our customers as they shape R&D and drive product developments.

The linkage of the Boeing Laboratory Network and QinetiQ’s quest network, coupled with the establishment of a JMNIAN node at The Portal, provides a unique capability to investigate network-enabled synergies and advantages.

Within the scope of Boeing and QinetiQ programs, customers will be able to:

  • Develop operational planning and execution tools and
    techniques
  • Mission rehearsal
  • Develop doctrine and tactics, techniques & procedures (TTPs)
  • Make better planning, programming and budgeting decisions
  • Through-life capability management
  • Spiral development of technologies
  • Develop coalition policy & doctrine
  • Refine the capability development and acquisition process
  • Networked-enabled capability development
  • Spiral development through customer collaboration
  • Synthetic environment-based acquisition (SeBA)
  • Facilitate rapid prototype development, reduced life-cycle costs and innovative solutions
  • Development of doctrine and tactics, techniques & procedures (TTPs)
