The TLCA Service
To address system-of-system performance issues, the UK Ministry of Defence (MOD) contracted QinetiQ to identify suitable attributes and develop associated metrics with supporting measurement tools. Building upon this significant investment and MOD experience, QinetiQ is able to offer a tailored TLCA service which will draw on teams experienced in this area using proven methods and tools.

• QinetiQ can calibrate a wide range of sensor, weapon, and combat systems in order to measure the delivery of effect through the end-to-end capability chain. This can identify information requirements which are not readily apparent by considering a capability in isolation, and contributes to maximising operational effect.
• QinetiQ can deliver objective evidence to support the decision making processes for effective conceptualisation, acquisition and deployment of capability chains. This is achieved through open and continual stakeholder engagement across all levels of command and all lines of development (eg training, equipment, personnel).
  Critically, the ability to measure and assure capability is also an important pre-requisite to support base lining, option assessment, and through-life support in the Through Life Capability Management (TLCM) process.
• QinetiQ can evaluate concepts and need, assess options, de-risk down-selection, test and evaluate solutions, and provide in-service assessment and sustainment of capability. This provides continuous support to the key decision-making processes based on objective and quantitative evidence through the life of the capability.
• QinetiQ provides a full-range of services from top-level quick look analysis through to detailed in-depth assessment and investigation into the contributors to a desired effect within a particular domain.
  This can be achieved through use of a controlled assessment environment, instrumentation of the battlespace, or a judicious combination of both.
• QinetiQ is able to draw upon significant depth and breadth of knowledge and experience across all domains. Our track record is based upon established assessment methodologies and internationally recognised toolsets.
