Land Environment Air Picture Provision - Compare Options Case Study

The problem
QinetiQ was asked to act in the role of customer friend by the JSENS IPT (Joint Sensors & Engagement Networks Integrated Project Team) to support the LEAPP (Land Environment Air Picture Provision) programme. LEAPP is required to fuse local land sensor data, and then correlate the results with externally generated air tracks. QinetiQ assessed the candidate solutions prior to selection of a single supplier.

LEAPP The Solution
The assessment was carried out in the laboratory using the candidate systems. QinetiQ used a proven synthetic environment generation tool, Total Simulation Model (TSM). This was the first time that a fully synthetic environment based acquisition (SEBA) process had been used. A variety of scenarios, sanctioned by MoD, were created within TSM to exercise each candidate system.

TSM modelled the placement and performance of the sensors selected by each candidate, external data providers such as the E-3 Sentry, clutter models and air track objects. This data was replayed into the candidate systems and the results captured. The results were measured using the Oculus tool suite. This is a tool owned and developed by QinetiQ for the measurement and assessment of the accuracy and timeliness of a tactical picture representation as presented to the operator. Oculus is compliant with SIAP (Single Integrated Air Picture) metrics which provide a measure of overall picture completeness and accuracy.

Analysis approach
Each LEAPP specific scenario used was created to stress each candidate system so as to expose strengths and weaknesses in relation to SIAP attributes and LEAPP specific measures of performance. Using the results from Oculus, an assessment of each technical solution was made. During each scenario run of the TRL6 trial, detailed notes were taken of the interactions and impressions of the operators at each console. This material was analysed and correlated with the test data to provide a richer understanding of overall situational awareness.

Benefits

The objective and independent assessment of each solution allows JSENS IPT to make a more technically informed selection decision and hence provide an enhanced capability.
