Platform And Network Total Health and Effectiveness Requirements (PANTHER)

PANTHER
With the proliferation of sensor and information exchange networks in the joint battlespace, the procurement and operation of military equipment requires a clearly defined process to enable objective, quantitative assessment of current and future platform and network capability. Ultimately, such a process could be applied to gathering information across the joint battle-space, allowing enhanced understanding of actual military capability which in turn could lead to more effective operations. This process will be fundamental to the effective procurement and interoperability of such military capability.

Panther Process

PANTHER is applicable to each stage of the procurement process, from initial concept, through design and build to operational deployment and in-service use, where it is able to provide assurance of equipment capability. The PANTHER process can be applied to a single sensor, system, platform or a whole network of sensors and platforms, enabling a complete understanding of joint battlespace capability. A consistent approach is applied to testing and analysis across the lines of development as defined in a tailored Concept of Evaluation.

PANTHER demonstrates the interoperability of disparate systems in a common network and assist in the measurement and assurance of systems being independently procured. By applying the proven and adaptive PANTHER process, problem areas can be identified such as in procedure, doctrine or equipment deficiencies. As a consequence, PANTHER can lead to reduced risks and ultimately, lower costs.
