What are our main capabilities?

Early exploitation of knowledge generated from research tasks
The Haldane-Spearman Consortium recognises the importance of early knowledge exploitation and will acquire, create and capture knowledge, and exploit knowledge from research using a strategy developed in partnership with a knowledge innovator. We will also emphasise sharing knowledge and research findings with stakeholders as an integrated part of the process, to identify tangible, deployable solutions for the end deliverable. We understand that broad programmes have a wide range of exploitation paths, including improvements in high-level operational analysis, specifications for protective equipment, and advice in support of future doctrine. Deliverables that facilitate rapid exploitation and maximum impact will be specified, for example interactive and novel media; quantitative data and models exploitable in other parts of UK research and defence communities; prototype software and users' guides; Commanders' Guides; and articles in scientific journals and trade magazines.

Understanding of Human Sciences
The Haldane-Spearman Consortium intimately understands the human sciences and solutions available to problems posed by the changing strategic environment, with specific experience of how shrinking pools of military personnel can be prepared for diverse roles. Our key technical experts have knowledge and understanding of contemporary and developing research technologies, supported by a wide knowledge and understanding of scientific techniques.

The Haldane-Spearman Consortium can provide referenced examples of supporting decision making and making best use of personnel. QinetiQ has a comprehensive awareness of current and future challenges to the MOD community, and other key partners have domain knowledge of complex military systems but also bring new academic or commercial perspectives. The Haldane-Spearman Consortium is particularly well suited to offer solutions for improving operational effectiveness, whilst maintaining duty of care despite reduced personnel and rapidly evolving strategic environments.

Flexibility of response and identification of important future capabilities
The Haldane-Spearman Consortium has wide technical coverage from academia, industry, and Small- to Medium-sized Enterprises (SMEs), and in-depth expertise that will address the majority of issues arising, together with access to a community of Human Science capabilities. The supply of technical expertise will be based on the proposed proven tasking model, and a robust supply-side structure for technical personnel, providing agility and flexibility in capabilities available at short notice. This breadth of capability provides unique response flexibility, from short consultancy periods to large, complex, multi-centre projects.

Balance of Expertise
The Haldane-Spearman Consortium has world leading experts in the key domains listed below. The need to offer cost-effective, timely, high-quality and practical Human Science research and advice, all key enablers in preparing service personnel for increasingly diverse, demanding operations, is fully understood. The Director and Programme Manager are experienced in forming teams to tackle cross-cutting issues and have the team in place to manage numerous small complex tasks flexibly and cost effectively.

Availability of necessary qualified manpower and capability to deliver within cost and time constraints
The Haldane-Spearman Consortium is able to deploy over 500 staff across the five themes. Partners and sub-contractors have been selected based on quality of research/offerings, track record, cultural fit with other Consortium members and experience, to satisfy specific requirements of the individual projects. Key project staff will, as far as possible, be available full time for the duration of projects. Availability of technical staff is a pre-requisite for joining the Haldane-Spearman Consortium, and will be administered by the Programme Management. Our robust project management capability is fully able to manage a balanced research programme in a demanding delivery environment. QinetiQ as prime is able to undertake multiple and concurrent studies as well as high profile and sensitive projects to demanding time-scales, including managing a consortium of suppliers and communicating with stakeholders.
