* TI MPA Definition Study

The first stage of the TI MPA, the TI MPA Definition Study, was completed in October 2003. It was initiated in response to DG(R&T)'s key requirement

"The TI MPA will be used as a vehicle to engage with industry bodies and to support the evolution of common and consistent views, practices and processes for Technology Insertion across the supplier base and MoD"

the Definition Study engaged with a wide range of stakeholders, bringing together representatives from the MOD, S&T, industry and academic communities. The study had two main objectives:

  • identify the barriers to TI that could be addressed by MOD research investment and secure a significant return in terms of impact on future capability and/or cost effectiveness;
  • outline a suitable programme of research to address these barriers over five years (beginning 2004).


To achieve these objectives the study undertook a series of nine workshops capturing both the breadth and depth of technology insertion issues:

High Level Outcomes (breadth)
  • Technology Insertion to reduce Cost of Ownership;
  • Technology Insertion to counter Obsolescence;
  • Technology Insertion to make good a Shortfall in Capability;


Areas of known significant challenge (depth)
  • Affordable Avionics (including use of COTS technology);
  • Acquisition and business processes and relationships (contracting, partnering, organisational, managerial);
  • Accreditation, qualification, certification and standards (including safety critical systems issue.
