Phase 2 Mission Statement "by July 2007, support MoD’s drive for acquisition change by providing all relevant stakeholders with integrated, evidence-based guidance on effective technology insertion, with special emphasis on lifecycles, open and modular systems and system adaptability"
Background The RAO have identified the following 'capability gaps' in delivering Technology Insertion:
cost evidence to support different modes of acquisition
specification and acceptance of flexible systems
trading receptivity and costs
extensive understanding of the business and technical aspects of open systems
common TI language to embed TI and communication of TIMPA successes
demonstration of TI MPA research output
In addition, the DDefAcq Acquisition Change Programme (ACP) Innovation Agility and Flexibility (IAF) theme has identified a need for:
guidance on openness, modularity and growth margins
guidance on development approaches/lifecycles
guidance on systems engineering for adaptability
support to the development of cost models to support new modes of acquisition
further TI benchmarking (as identified in the DIS)
exploitation of TI research within the DIS Pathfinders and other acquisition projects
These Work Packages will be delivered in two phases, Stage 1 and Stage 2, as is shown in Figure 1. Output from Stage 1 will focus on the development of preliminary guidance, delivering early benefit to stakeholders. Output from Stage 2 will focus on the development of comprehensive guidance, delivered through a multi-function integrated team, including systems engineering, commercial, supply chain and finance expertise.
