QinetiQ has completed delivery of its Range Control and Safety System (RCSS) to the Australian Woomera Test Range. The RCSS provides the command, control and communications capability for the Woomera Range.
RCSS is a system to monitor and safely control the trials of military equipment or related training. Typically this might involve tracking objects such as aircraft or weapons to ensure that their position is known at all times to safely undertake the operation and provide data for later analysis. Essentially, it is very similar to an air traffic control system but designed specifically for the training, test and evaluation of military equipment.
QinetiQ has provided the Commonwealth of Australia with a proven, modern, cost effective and COTS-based replacement Range Control and Safety System, resolving obsolescence issues and delivering improved availability, reliability and maintainability. The solution supplied has already had four years of rigorous operational use at the UK Ministry of Defence’s (MOD) Aberporth Range. This approach ensured an immediate capability that is sustainable for the period until the facilities within the Woomera Range Remediation Program (JP 3024) are available.
The programme has seen an extended period of development, build, integration, installation, training and test, with all major milestones achieved on schedule. Final acceptance was signed off by the Australian Department of Defence in December.
The delivered equipment has the functionality to develop flight plans and safety traces, to configure the system in accordance with the trials specification, and to exercise the plans in simulation mode. It enables Range operators to co-ordinate the control of a wide variety of sensors including radars, GPS, electro-optical trackers and multi-sensor platforms. It then integrates sensor data to provide Range operators with the situational awareness they need to safely manage trials events in real time.
The open architecture and modular, flexible design of the QinetiQ system simplifies the integration of additional sensors and system functionality, supporting future upgrades to meet evolving Range user requirements.
The QinetiQ equipment is a commercial off the shelf system founded upon the Trials Control System (TCS) in current operational use at the UK Ministry of Defence Aberporth Range. It has been designed and built using processes certified at Capability Maturity Model Integration (CMMI) Level 3 and critical components have been accredited to a high level of integrity.
During 2011 QinetiQ was awarded AEO status (Authorised Engineering Organisation) for the RCSS and QinetiQ continues as the incumbent service provider for GTESPO (Ground Telecommunications Equipment Systems Program Office) at the Woomera Range.
