QinetiQ Defence Acquisition Lifecycle Services, the leading provider of services supporting the acquisition lifecycle, has been awarded the 2011 Philip G Pugh Award that is presented by the Society for Cost Analysis and Forecasting (SCAF) for the ‘most innovative and though provoking paper’ given during the year. The award has been presented for an applied cost research paper solving the problem of estimating the impact of Spiral technology development in systems through functionality of the Family of Advanced Cost Estimating Tools (FACET) cost models.
The presentation considered the application of a cost technique to an Unmanned Aerial Vehicle (UAV), for example QinetiQ’s high-altitude long-endurance Zephyr UAV, although the technique could equally be applied to any platform type. Other aspects of the paper reviewed the Defence Lines of Development (DLoDs) dashboard and the non-financial implications such as the Measure of Effectiveness (MoE) resulting from the Spiral development philosophy. The research paper was created by QinetiQ’s Safety and Acquisition Services (S&AS) team and was presented by Mark Burdett, Senior Consultant.
The objectives of SCAF are to promote the best interests of its members and to improve and disseminate knowledge of cost analysis and forecasting methods. Formed in 1984, SCAF membership is drawn from the MOD, consultancy organisations, academia and many sectors of the Defence Industry. The work of the society has led to more rigorous and credible cost analysis supporting through life capability management of major defence programmes.
